Abstract
Huit chercheurs belges font le point sur les avatars du pouvoir local dans leur pays. Bien qu’il s’agisse d’un phénomène difficile à cerner en tant qu’objet d’étude, il peut néanmoins être abordé à travers une multitude d’aspects — institutionnels, administratifs, politiques — qui en constituent les principales composantes. De ce point de vue des problèmes très concrets se manifestent relativement aux fusions de communes, à la vie de quartier, à l’intervention des communes dans divers domaines allant de la création d’entreprises à la protection de l’environnement. Or le traitement de ces problèmes ne fournit pas en lui-même une compréhension claire des enjeux. À ce propos il convient de considérer la réorganisation des rapports entre les paliers supérieurs de gouvernement et les communes. On découvre alors qu’il n’existe pas d’interprétation univoque. La scène locale devient un lieu où s’affrontent des projets multiples, que ce soit celui d’une technocratie modernisatrice, celui de contre-pouvoirs animés par des groupes revendicateurs ou encore celui de certains parlementaires soucieux de revaloriser le local. Dans chaque cas la décentralisation semble une question récurrente. Sa signification cependant est sujet à débat.
