Abstract
Résumé Au même titre qu’une région intégrée englobe le Canada, les États-Unis et le Mexique, au même titre que le Japon, la Chine et les Dragons s’intègrent dans un système productif qui fait de la proximité et de la complémentarité des atouts stratégiques, il est inévitable que l’Europe et la rive Sud de la Méditerranée s’intègrent économiquement. Il faut tout faire pour accélérer ce processus nécessaire mais qui n’en est qu’à ses débuts. La préférence de l’Europe pour une intégration des pays de l’Est, repousse une intégration Nord-Sud qui serait un levier de transformation des sociétés du Sud trop longtemps figées dans des idéologies passéistes. Pour que cette transformation s’opère, il faut une démarche paritaire : à court terme, c’est un pacte industriel, fondé sur des financements croisés, des réseaux d’entreprises Nord-Sud et un partage de la chaîne de valeur équilibrée entre les deux rives – le contraire d’un néocolonialisme, car le Sud a besoin de ses champions économiques. À long terme, c’est un pacte politique pour une Communauté du Monde Méditerranéen, distincte et complémentaire de l’Union européenne.
