Abstract
Significance Data released by Statistics South Africa last week also showed economic growth declining by 2.2% quarter-on-quarter, a reminder of the economy’s continued fragility. New President Cyril Ramaphosa’s administration has made a promising start on tackling corruption, but fundamental structural reforms have not yet materialised. Impacts Recent reforms will appease rating agencies, but low growth and pressure on public finances mean further downgrades are possible. Ramaphosa’s election should reverse the declining trend in private investment, but new large-scale investment commitments may lag. Absent reforms, state-owned enterprises will not have the balance sheets to meet ambitious investment targets over the next five years. Powerful public-sector teachers’ unions could impede progress on improving education outcomes key to advancing skills and productivity.
