Abstract
Significance The Trudeau government has been in office for over a year, and while it continues to enjoy significant popularity in the opinion polls, it has amassed a relatively thin record of legislative achievements. In addition to bilateral dealings with US President-elect Donald Trump, Trudeau faces significant policy battles in Ottawa before the next federal election in 2019, including climate policy, pipeline development, indigenous issues and a potentially damaging retreat on his campaign-trail promises on electoral reform. Impacts Federal-provincial tensions over pipelines could spill over to upcoming debates on a 'Pharmacare' national prescription drug programme. Any marijuana legalisation attempts from Ottawa will clash with Washington's likely prohibitionist line. Russia-NATO tensions will fuel domestic political controversy over Ottawa's deployment of troops in Latvia.
