Pokok permasalahan pada penelitian ini membahas tentang Partisipasi Masyarakat dalam Pelaksanaan Musyawarah Rencana Pembangunan (Musrembang) Desa dengan melihat partisipasi masyarakat dan melihat peran pemerintah dalam meningkatkan partisipasi masyarakat dalam Pelaksanaan Musyawarah Rencana Pembangunan (Musrembang) Desa. Partisipasi masyarakat di Desa Manurung dalam mengikuti pelaksanaan rapatMusrembang di Desa masih kurang aktif dan masih perlu ditingkatkan karena masih banyak masyarakat yang belum berpartisipasi dan terlibat langsung dalam proses pembuatan perencanaan program pembangunan yang akan dilaksanakan disetiap tahunnya. Upaya-upaya yang dilakukan pemerintah dalam meningkatkan partisipasi masyarakatdalam mengikuti pelaksanaan Musrembang kedepannya adalah dengan cara melibatkan masyarakat dalam proses perencanaan program pembangunan, melibatkan masyarakat dalam pelaksanaan program pembangunan, menggerakkan partisipasi melalui lembaga yang dikenal oleh masyarakat, melibatkan masyarakat dalam pengawasan pelaksanaan program pembangunan dan mengajak masyarakat untuk bergotong royong.
