Abstract
Si, au départ, la formation professionnelle est déterminée par une logique extrêmement adaptée à la logique de l’entreprise, progressivement avec la mise sur pied d’actions spécifiques pour les femmes, pour les jeunes, avec le développement des licenciements collectifs, le système mis en place par l’O.N.Em. a été amené à intégrer des problèmes sociaux et à accepter la participation des organisations de travailleurs quant à la conception et à la gestion des programmes de formation-reconversion. Ces programmes posent des problèmes tant au point de vue de leur conception qu’à celui de leur financement en fonction du dysfonctionnement qui caractérise la multiplication des niveaux de division politique.
