Abstract
The public interest was defined by Walter Lippman, a founder of the discipline of policy studies, as “what men [sic] would choose if they saw clearly, thought rationally, acted disinterestedly and benevolently.” Building upon this definition, the necessity and utility of assuming such a public‐serving rationality as either a base or ideal condition is a central debate within policy studies. The operationalization of such a condition is critical to the success of participatory democracy, yet the fact that participants cannot be expected to behave in the public interest in contemporary contexts weighs against hope that such an ideal could ever be approached.
