Abstract
This chapter describes Canada's national initiative to combat money laundering and terrorist financing. The Proceeds of Crime and Terrorist Financing Act provide the legislative framework to deter and detect money laundering and terrorist financing activities in Canada. The Act sets out reporting and record-keeping requirements for suspicious transactions, large cash transactions, international electronic funds transfers and terrorist property. The Act also establishes requirements for client identification, retention of records and implementation of a compliance regime by financial entities and other reporting persons. Canada's financial intelligence unit, the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC), was created under the Act as an independent agency of the federal government. FINTRAC's mandate is to collect, analyze, and assess information related to money laundering and terrorist financing activities and to disclose certain information to law enforcement and intelligence agencies to assist in the detection, prevention, and deterrence of these criminal activities.
