Le traité de limitation des missiles intercontinentaux New start qui tombait à échéance en février 2021 a finalement été reconduit pour cinq ans, au grand soulagement de beaucoup. Néanmoins, les négociations à venir sur le contrôle des arsenaux nucléaires s’annoncent des plus difficiles. Avec l’extinction en août 2019 du traité inf sur les forces à portée intermédiaire et le réinvestissement actuel dans ce type d’armes jadis prohibé, les pourparlers se déroulent dans un contexte d’intensification de la course aux armements. Mais quelle en est la logique sous-jacente ? Pour répondre à la question, cet article remonte à ses origines au début des années 2000, sur fond d’élargissement de l’otan et de déploiement du bouclier de défense antimissile. Il étudie ensuite les conséquences de la renégociation des rapports de force qui a eu lieu lors des conflits ukrainiens et syriens. Enfin, il examine l’impact de la présidence de Donald Trump, pour qui ce n’est plus la Russie mais la Chine communiste qui constitue la principale menace envers les intérêts américains.
