Les recettes des administrations publiques sont recouvrées par l’administration centrale, les administrations d’États fédérés et les administrations locales en fonction du degré de fédéralisme budgétaire d’un pays. Au même titre que d’autres catégories de recettes, les impôts sont levés par tous les échelons administratifs dans une mesure qui dépend de la nature économique et du type de base imposable, des avantages administratifs et de l’autonomie de répartition des recettes. Toutefois, dans de nombreux pays, la législation limite la possibilité pour les administrations infranationales de fixer leurs propres bases d’imposition, les taux de prélèvement et les allégements, ce qui réduit leur capacité de générer des sources de recettes propres et, éventuellement, de fournir des biens et des services publics plus adaptés. Simultanément, certaines de ces limitations ont pour objectif de réduire la concurrence fiscale, et donc les inégalités, entre les régions.
