Abstract
Les élections fédérales belges de juin 2010 ont vu les indépendantistes flamands de la N-VA devenir le premier parti de Belgique. Mais à l’inverse, lors des élections fédérales canadiennes de mai 2011, les souverainistes du Bloc québécois ont subi une défaite historique, en ne parvenant à sauver qu’une poignée de députés à Ottawa. Le nouveau programme de Première demande de réfléchir sur la différence entre l’État et la nation. En France, les deux notions peuvent d’autant plus facilement être confondues que le pays revendique une certaine homogénéité culturelle. Mais comme le rappelle l’historien britannique E. Hobsbawm, dans un article [1] écrit dans le contexte du conflit yougoslave (1991-1995), les États monoethniques sont l’exception et les mouvements ethniques demandent souvent autre chose qu’une sécession territoriale d’un État : autonomie politique, lutte contre les discriminations...
