Abstract
Compliance with the Protocol consists of compliance with all the mandatory provisions of the Protocol, including the control measures, control of trade with non-Parties, and reporting under Articles 7 and 9. The Parties to the Protocol have to demonstrate their compliance with these provisions of the Protocol, and also have the right to verify compliance by other Parties. Generally international treaties themselves set out the procedures for dealing with disputes between Parties regarding compliance with those treaties. Article 11 of the Vienna Convention and the arbitration procedure under the Article approved by the first Meeting of the Conference of the Parties to the Convention are such procedures. They are applicable to disputes regarding the Montreal Protocol also.
