Les rapports entre l'Espagne et la France après la Paix de Bâle se caractérisent par la continuité dans les motivations de fond d'une alliance politique, ainsi que par le maintien de l'attitude hégémonique et interventionniste de la France. Faute d'un véritable plan spécifique pour l'Espagne, la cohérence de la politique de Napoléon se comprend, malgré la complexité des décisions et des intérêts en jeu, plutôt par la trajectoire des rapports entre les deux pays depuis 1795. En outre, la prudence avec laquelle Napoléon prenait ses décisions, l'importance qu'il concédait au fait de disposer d'une information complète et rigoureuse comme élément préalable aux décisions politiques, la soigneuse sélection d' hommes de confiance pour les positions clefs de la diplomatie, de l'armée, ou du pouvoir délégué, n'ont pas empêché une excessive confiance en lui même et la croyance en un certain nombre de clichés sur l'Espagne.
