The history of consular affairs extends back into the ancient and medieval periods, where the need was recognized to protect and promote the interests of one's nationals in foreign lands. As the modern state emerged the responsibilities for the duties of the consul were assumed by the national governments. In the course of the last century and a half, the consular services of the leading powers have been reformed, professionalized, and integrated with their diplomatic services to form a unified foreign service. The 1963 Vienna Convention on Consular Relations effectively created an international law standard for the appointment and termination of consular relations, the settlement of issues of consular privileges and immunities, and the definition of matters of consular rank and functions.
