La commission Rochon, mandatée en juin 1985 pour étudier le fonctionnement et le financement du système de santé et de services sociaux du Québec, rendait officiel son rapport en février 1988. Autour d’une table ronde, des chercheurs d’universités québécoises, des professionnels d’organismes sociaux et un commissaire discutent des principales recommandations de la Commission. D’un côté, le rapport est critiqué parce qu’il n’aurait pas attaqué les véritables vicissitudes du système et que les positions adoptées ne seraient pas suffisamment étayées... De l’autre côté, les motifs sous-jacents à la décentralisation préconisée par la Commission sont explicités de même que ceux qui justifient la position des protagonistes du rapport à l’égard de certaines questions de fond touchant la gestion des problèmes sociaux et de santé au Québec.
