Abstract
Frank B. Kellogg (1856–1937), a prominent lawyer and internationalist, served as a United States senator from Minnesota (1917–23), ambassador to Great Britain (1923–25), secretary of state (1925–29), judge on the Permanent Court of International Justice (1930–35), and was awarded the Nobel Peace Prize for 1929. Secretary of State Kellogg worked to improve United States relations in Latin America and China. His most notable achievement was the Kellogg–Briand Peace Pact, officially the General Treaty for Renunciation of War as an Instrument of National Policy (1928), in which the signatory powers agreed to renounce the legality of war, except for purposes of self‐defense.
