Abstract

Penelitian ini bertujuan untuk mengetahui pengumpulan fakta, perumusan masalah dan perencanaan, Program “Pusat Kegiatan Belajar Masyarakat” sebagai salah satu Community Relations lapas klas 1 Sukamiskin. Penelitian ini menggunakan metode penelitian deskriptif. Pengumpulan data dilakukan melalui wawancara mendalam terhadap pihak yang terlibat dalam Program Pusat Kegiatan Belajar Masyarakat, observasi, dan kepustakaan. Hasil dari penelitian menyatakan Perancangan program dilakukan dengan terlebih dahulu dengan melakukan pengumpulan fakta melalui survey wawancara langsung terhadap pihak lapas, setelah itu pihak Lapas melakukan perumusan masalah dengan analisis terhadap faktor internal dan eksternal, setelah itu perencanaan dilakukan dengan menentukan perancanaan strategis dan operasional terkait kegiatan bimbingan belajar yang dilakukan dalam program. Kesimpulan dari penelitian ini adalah program Community Relations Pusat Kegiatan Belajar Masyarakat sudah dilakukan dengan cukup baik, perencanaan dan perumusan masalah sudah dilakukan secara relevan dan berdasarkan permasalahan yang ada, perencanaan dilakukan dengan matang namun dalam pemilihan kegiatan belum dilakukan langkah penentuan secara strategis, Saran penulis dalam penelitian ini adalah agar penyelenggara juga melakukan riset dengan lebih mendalam, perencanaan kegiatan yang dapat memberikan efek berkelanjutan bagi penerima, aksi dan komunikasi yang memperhitungkan penyebaran informasi akuntabilitas, serta evaluasi yang tidak terpaku kepada satu indikator saja.
