[…] Η παρούσα μελέτη επιχειρεί αφενός μέσα από μια ιστορικά εξελισσόμενη πορεία να προσεγγίσει τους εκπαιδευτικούς λόγους και πρακτικές της Ευρωπαϊκή Κοινότητας, που οδήγησαν στην ανάδυση μιας κοινοτικής πολιτικής για την παιδεία και αφετέρου και κατά κύριο λόγο να διερευνήσει τα νομικά ζητήματα που τίθενται από τη δημιουργία μιας πολιτικής, που αναπτύχθηκε σε ένα πρώτο στάδιο στη «σκιά των Συνθηκών» με την καθοριστική συμβολή της νομολογίας του Δικαστηρίου, που προηγήθηκε της νομικής ρύθμισης και σε μεγάλο βαθμό την καθόρισε. Σε ένα δεύτερο επίπεδο προσεγγίζονται οι νομικές ρυθμίσεις της Συνθήκης, που αφορούν άμεσα αλλά και έμμεσα τον τομέα της παιδείας καθώς και τις τεχνικές που ακολουθεί η Ένωση για την υλοποίηση των στόχων της Συνθήκης.
