Seit Beginn des neuen Jahrtausends misst die Schweizer Aussenpolitik dem Begriff der menschlichen Sicherheit besondere Bedeutung zu. In dieser Hinsicht hat der Bund die Strategie 2004-2007 für seinen Einsatz im Bereich der Antipersonenminen aufgearbeitet. Dazu fand im November und Dezember 2004 in Nairobi die 1. Konferenz zur Überprüfung der Ottawa-Konvention über das Verbot dieser Minen statt.In Bezug auf Rüstungskontrolle und Abrüstung definierte die Schweiz ihre Politik im September 2004 in einem Bericht. So setzt sie sich weiter für die chemische Abrüstung ein, insbesondere in Russland. Die Schweiz spielt auch eine aktive Rolle in der Partnerschaft für den Frieden, besonders im Bereich der Informationstechnologien.In der Friedenspolitik engagierte sich die Schweiz in den neuen europäischen Streitkräften in Bosnien-Herzegowina (EUFOR), welche die Stabilitätskräfte der NATO (SFOR) im Dezember 2004 ablösten. Unterstützt durch eine Resolution des UNO-Sicherheitsrats haben diese Streitkräfte eine militärische wie eine zivile Mission.
