Abstract
Résumé La question de l’accès à l’énergie pour tous se pose en France dans des termes nouveaux avec le débat sur la transition énergétique. Il ne s’agit plus de l’envisager sous un angle exclusivement social mais d’articuler les problématiques du développement durable dans ses dimensions économique, sociale et environnementale. Autre nouveauté : l’appel des autorités à la participation citoyenne alors que les Français ont été habitués à voir les thèmes énergétiques traités comme « affaires d’État ». Les nouvelles questions qui se posent viennent bousculer les spécificités françaises provenant à la fois de l’histoire et des choix effectués lors de la reconstruction en 1945 – instauration d’un service public d’État – puis des évolutions qui ont eu lieu notamment sous le choc de la crise pétrolière de 1973 – choix du nucléaire, importance du chauffage électrique. Les actions de lutte contre la précarité énergétique sont actuellement nombreuses et multiformes quoiqu’encore peu coordonnées ; elles témoignent de l’émergence de nouveaux modes d’actions fondés sur des partenariats public/privé au sein desquels le secteur associatif devient un acteur incontournable.
