En 1949, l’Unesco a publié un manifeste sur le rôle de la bibliothèque publique. Pour marquer l’Année internationale du livre, l’Unesco a demandé à la section des bibliothèques publiques de la Fédération internationale des associations de bibliothécaires de rédiger un nouveau manifeste en tenant compte de l’évolution qui s’est produite depuis près de vingt-cinq ans. Le texte de ce nouveau manifeste est reproduit plus loin. Il sera traduit dans toutes les principales langues du monde et présenté à la Conférence de la FIAB, qui s’est tenue à Budapest en 1972. C’est aux administrations nationales et locales qu’il incombe de créer des bibliothèques publiques et d’en assurer le fonctionnement. L’Unesco espère que là où les bibliothèques publiques ne satisferont pas les besoins mentionnés dans le manifeste, les éducateurs, les travailleurs sociaux, les agents de culture et les animateurs locaux mobiliseront l’attention du public et favoriseront par tous les moyens la création d’un service de bibliothèques publiques qui constituera une force vive essentielle au sein d’une communauté active et de plus en plus nombreuse.
