Abstract
Les conflits d'intérêts sont aujourd’hui un thème essentiel du débat de société dans le monde entier. De nouvelles formes de conflits émergent entre les intérêts privés et les missions des agents publics à mesure que le secteur public travaille en liaison plus étroite avec le secteur privé marchand et non marchand et adopte des solutions commerciales inspirées par ce secteur.A travers une étude comparative générale illustrée par des solutions originales et récentes, ce rapport met en lumière les tendances, les stratégies et les modèles observés dans l’ensemble des pays de l’OCDE. Plusieurs études de cas apportent des précisions sur la mise en œuvre de l’action des autorités publiques dans les différents contextes nationaux et sur les éléments déterminants du cadre juridique et institutionnel. Les pays étudiés sont l’Allemagne, l’Australie, le Canada, les États-Unis, la France, la Nouvelle-Zélande, la Pologne et le Portugal.
