Abstract
Privacy can generally be defined as the ability of individuals (or groups) to control others access to information about them. Privacy is valued, and is enshrined in the international human rights regime. However, as illustrated by debates concerning the categories of “public” and “private,” privacy is also complex, subject to variability across time and space, and subject to debated interpretation. As such, privacy is an essentially contested concept. Nonetheless in an era of post‐9/11 security and where technology gives states, organizations, and individuals ever‐new ways to invade privacy, it can be expected that analysts will continue to investigate and debate privacy.
