Abstract
Les administrations publiques continuent de s’appuyer sur les marchés publics pour poursuivre des objectifs stratégiques secondaires tout en se procurant les biens et les services qui leur permettent d’exercer leur mission en temps voulu et de manière économique et efficiente. Du fait des volumes en jeu, les marchés publics sont importants aussi bien en termes de retombées économiques que de bonne gouvernance publique ; les administrations publiques en font donc un outil d’action au service d’autres objectifs stratégiques, en réponse à des défis qui peuvent être d’ordre environnemental, économique ou social, en fonction des priorités nationales.
