L’inaptitude à assurer une réponse efficace et rapide aux besoins d’ordre juridique peut restreindre l’accès aux ressources économiques, renforcer le piège de la pauvreté et empêcher les individus d’exprimer leur potentiel. La réduction de la durée des procédures judiciaires civiles constitue une priorité pour un certain nombre de pays de l’OCDE et de pays partenaires. L’inaptitude à prononcer des décisions judiciaires dans des délais raisonnables peut décourager les citoyens, et notamment les citoyens les plus vulnérables, de chercher à faire reconnaître leur bon droit en recourant au système, ce qui peut entraîner des coûts plus élevés pour la société.
