Abstract
This chapter contends that the traditional concept of systemic risk has expanded to encompass macroprudential risk; this has created conditions that make the economy susceptible to external events and shocks. The evolution of traditional systemic risk into ‘new systemic risk’ (NSR) imposes coordination challenges that call for institutional reform in the structure of financial supervision. Realistically, such reform would be incremental. At the domestic level, such reform would entail an objectives-based approach to facilitate the coordination necessary to mitigate the NSR, while allowing uncompromised prudential and business conduct regulation. At the international level, a more encompassing use of soft law is suggested; this would entail memoranda of understanding among countries to facilitate coordination and commitment to the monitoring and managing the NSR.
