The united approach has enabled more effective sharing of lessons learned and best practices within the oilfield community.Analyzing past recordable cases and the completion of an employee survey led a joint team of HSE professionals to take action in areas of commitment and leadership, policies, training and competence, risk management, and reward and recognition.IntroductionIn the first quarter of 2003, a significant increase of total recordable restricted work, medical treatment, and lost work cases led to the formation of a joint client and contractor HSE task force. The objective of this team, which comprised HSE professionals from the client and contractor, was to brainstorm and formulate a plan to reduce work-related injuries. The HSE task force, named the HSE Network Team, identified ways to reduce worksite injuries by analyzing past incidents and accidents to find common causes and preventive measures, and by completing a survey to obtain feedback from different levels of the oilfield community. This paper presents the HSE Network Team pilot program and the resulting improved HSE performance.The HSE Network Team improved HSE performance by increasing visible commitment and leadership from senior management, placing more emphasis on the Duty to Stop Work policy, conducting hazard identification training, implementing a structured prejob meeting format, and selecting and recognizing frontline employees who make significant HSE contributions.In Brunei, the Technical Well Services and Well Engineering (TSW) department of a particular oil company oversee the major drilling and workover operations in the country. This scope of work exposes all personnel (client and contractor alike) to major risks of oil and gas activities. The increase of work-related accidents in the first quarter of 2003 (Fig. 1) showed the need for a step change in the oilfield community to reverse the alarming trend of accidents. Awareness Campaigns (Fig. 2) and other training initiatives were initially deployed to increase awareness within the workforce. Results from an employee survey (Fig. 3) led to the formulation of actions to further strengthen areas within the management system that were deemed weak, as indicated from comments in the survey itself and analysis of past accidents. The collaborative efforts of the HSE Network Team resulted in a reduction of work-related injuries (Fig. 4).HSE Network TeamThe gradual increase of the combined client-contractor total recordable case frequency (TRCF) in 2002 compared to 2001 is reflected in Fig. 1 below.
