Abstract
All the issues surrounding secession have attracted new interest in the wake of Yugoslovia’s bloody breakup, the collapse of the Soviet Union, and the separation of the Czech Republic and Slovakia — events that have accompanied new secessionist strains in fragile federations like Canada, Belgium and India, as well as pressures for decentralization in Malaysia, Nigeria, France, Spain and the United Kingdom. Not surprisingly, the tool of game theory has been applied to such situations by scholars in economics and political science. These efforts have shown some promise. They have provided new understanding of the calculations involved in secession, and they have illuminated the dynamics of particular cases. But they have also demonstrated some of the limitations of game theory in politics, several of which might be overcome by future work.
