Cet article porte sur le développement, au cours des récentes décennies, de l’expression citoyenne des retraités. Dans la première partie, un cadre théorique général est présenté, traitant de la citoyenneté et de ses caractéristiques en régime démocratique, des conditions de la participation civique, et la contribution des associations volontaires à l’expression citoyenne. Dans la seconde partie, un certain nombre d’observations sont présentées, basées sur les résultats d’analyses statistiques portant sur la comparaison de l’associationnisme de deux cohortes de jeunes retraités (65-74 ans) interrogées respectivement en 1979 et 1994. Deux aspects sont focalisés : tout d’abord les facteurs sociaux et culturels qui ont favorisé le développement de la participation et, en second lieu, si ce développement a impliqué une participation plus égalitaire. En conclusion, j’argumente que les inégalités de participation parmi les retraités représentent un défi sérieux en termes de justice démocratique, et que certaines évolutions sociétales récentes pourraient rendre ce défi plus crucial encore.
