Tujuan penulisan penelitian ini yaitu membahas pengaruh kepemimpinan kepala desa terhadap partisipasi masyarakat untuk mewujudkan efektivitas pelaksanaan program pembangunan desa. Metoda penelitian yang digunakan dalam penelitian ini adalah metode eksplanasi dengan pendekatan teknik evaluasi, teknik analisis yang digunakan dalam pembahasan dengan teknik analisis causal effectual yang mengkaji dan menganalis hubungan rasional sebab akibat antara kepemimpinan kepala desa, partisipasi masyarakat dan efektivitas pelaksanaan program pembangunan desa. Fokus penelitian adalah ketua Rujun Tetangga yang tersebar di 8 Desa dalam wilayah Kecamatan Pameungpeuk. Hasil pembahasan menunjukkan bahwa kepemimpinan kepala desa berpengaruh secara signifikan terhadap partisipasi masyarakat dan efektivitas pelaksanaan program pembangunan desa. Kesimpulan penelitian ini bahwa efektivitas pelaksanaan program pembangunan desa dapat terwujud apabila partisipasi masyarakat dilaksanakan secara maksimal yang didukung oleh kepemimpinan kepala desa dengan optimal dan berkelanjutan
