Abstract
Istraživanje je posvećeno jednom zaboravljenom finansijskom mehanizmu za povećanje ponude novca i ukupne tražnje na nivou ekonomskog sistema. Finansijski mehanizam koji je primjenjivala Njemačka u periodu 1934-1938. zahtijeva znatne izmjene ako se namjerava primijeniti u ekonomsko-finansijskom sistemu Bosnei Hercegovine. Pod uslovom dosljedne, planske i postepene primjene i uvođenja, upotreba mjenice kao sredstva plaćanja i kao sredstva kredita, uz koordinaciju ostalih ekonomskih politika, ne bi trebalo uopšte da dovede do inflacije, a ni do rasta javnog duga u srednjem roku. Pozitivni efektim primjene MEFO finansijskog mehanizma na domaćem tržištu bi bili prekidanje deflacionih pritisaka, dinamičan privredni rast, izmjena privredne strukture u korist proizvodnih i industrijskih djelatnosti, rast kamatnih prihoda privrede i promjena strukture kredita u bankarskom sektoru Bosne i Hercegovine.
