Ce chapitre explore l’« expérience vécue » de l’innovation dans la fonction publique du Canada. Qu’est-ce que l’innovation signifie, à quoi ressemble-t-elle, qu’est-ce qu’elle sous-entend et à quoi ressemble-t-elle dans le contexte de la fonction publique du Canada? Le chapitre décrit quatre grandes interprétations de l’état actuel de l’innovation dans le secteur public et, en s’appuyant sur celles-ci, examine les répercussions sur la compréhension de ce qui façonne et affecte le rendement de l’innovation d’un point de vue systémique.
