Cette étude empirique apporte un premier éclairage sur l’utilisation croissante des groupes de discussion (GD) dans la recherche sur l’opinion publique (ROP) commanditée principalement par Santé Canada. À la suite d’une recension des écrits concernant les GD, nous comparons l’utilisation de cette technique dans trois secteurs qui ont suscité un haut niveau d’activité de ROP principalement à Santé Canada entre 1995 et 2007 : la lutte contre le tabagisme, la biotechnologie et l’avenir du système de santé. Nous répondons aux questions suivantes : Quel emploi fait-on de cette technique par rapport aux sondages ? Comment les données produites par les GD sont-elles utilisées dans l’élaboration des politiques publiques en santé ? Quelle est la qualité des résultats des GD ? Les résultats proviennent d’une analyse de contenu de trois corpus de données : des rapports de recherche et des instruments politiques, des entrevues avec des intervenants et des décideurs gouvernementaux ainsi que des données d’archives. Nous constatons que Santé Canada utilise les GD en solo et en combinaison avec des sondages à des fins instrumentale, conceptuelle et stratégique dans l’élaboration, la mise en oeuvre et l’évaluation des politiques publiques.
