Abstract
The Bush administration agenda for a quality teacher in every classroom begins by claiming that “every child in America deserves a quality teacher. In an era of increasing standards and accountability in education, teacher quality and teacher training will be more important than ever” (U.S. Federal Government 2002, p. 5). Elsewhere in the English-speaking world, education policymakers have paid similar close attention to the idea of forming a high quality teaching profession as the basis for reforming education systems (Alberta 1999; Commonwealth Department, 2000; DfEE, 1998, 2001; New Zealand, 1999b; Ramsey, 2000). These contemporary commitments to revitalize and modernize the teaching profession — to create the quality teacher — mark a shift in the ways that we write, speak, and think about teachers and teaching.
