Abstract
Scotland is a country of over five million people, currently part of the United Kingdom. Scots are neither an “ethnic group” nor a “national minority” within the British state. They are a collectivity defined by territory, place of birth, residence, and ancestry. Being Scottish derives from having a sense of place (territory) rather than a sense of tribe (ethnicity). Scots consider themselves Scots first and British second. Scotland shares similarities with other “understated” nations (Catalonia and Euskadi in Spain, Flanders in Belgium, Quebec in Canada, and Wales in the United Kingdom). Scottishness is carried by a range of institutional markers such as law, education, and civil government, so that Scots have a civic rather than an ethnic sense of national identity, with greater potential for national inclusion. The creation of a devolved Scottish parliament in 1999 was an outcome, not a cause, of a growing sense of being Scottish.
