Abstract
Reducing greenhouse gas emission and adaptation of public and private actors to climate change is one of the most pressing challenges of contemporary societies. Energy and climate policy demonstrate the dynamics and transformative power of multilevel governance. It reveals a diversity of patterns linking the local, regional, national and European or global level. Despite the complexity of structures and significant conflicts due to redistributive impacts of both a continuation of old policies and the transformation towards a new policy regime, empirical research has revealed, that innovative and transformative policies are possible in specific sectors and in countries leading the way, despite serious backlashes. The chapter illustrates and explains, how energy policy changed in Denmark, Germany and Canada and German cities adopted innovative approaches to climate policy, as well as how these policy changes have been embedded and shaped in the emerging global and European multilevel governance.
