Abstract
Être à la hauteur des défis de la mondialisation : tel est le thème dominant de cette Étude économique. Par rapport à ses grands voisins européens, le Royaume-Uni s’est montré plus enclin à s’adapter aux forces économiques internationales. En témoignent son soutien au libre-échange, son ouverture à l’investissement direct étranger, la volonté d’ouvrir les marchés du travail aux ressortissants des États qui ont rejoint l’Union européenne en mai 2004, l’adoption de politiques de la réglementation prônant l’efficience, ainsi qu’un cadre d’action macroéconomique qui a renforcé la capacité d’adaptation de l’économie. Cette propension à s’emparer des possibilités offertes par la mondialisation bénéficie le plus souvent d’un large soutien chez les principaux protagonistes que sont notamment la classe politique, les dirigeants syndicaux et les employeurs. Cette attitude a été récompensée par une performance économique en hausse. Le PIB par habitant britannique est désormais le troisième du G7 (derrière les États-Unis et le Canada), alors qu’il fermait la marche il y a dix ans. Il a aussi amélioré son classement au sein de la zone OCDE. Depuis plusieurs années, la croissance du PIB avoisine son taux tendanciel de 2¾ pour cent environ, ce qui semble dénoter une amplitude de cycle économique plus réduite aujourd’hui qu’au cours des décennies précédentes.
