Note from Column Editor Brenda Lyon, DNS, RN, FAAN: The Model Rules and Regulations for CNS Title Protection and Scope of Practice offers language that can be used by state boards of nursing in the regulation of CNSs and CNS practice. The sections reflect official NACNS positions on the definition of the title clinical nurse specialist, requirements for recognition, scope of practice, standards for CNS practice, and optional prescriptive and dispensing authority for CNSs. Other sections that are commonly found in regulations such as fees, renewal of recognition, and disciplinary action are not covered because of the important variations state by state. All of the language is consistent with a designation/recognition level of regulation that can provide for title protection and delineation of a scope of practice. Therefore, there is no requirement for certification to obtain a second license to practice.
