a t un des officiers les plus dous de la British Royal Navy au cours de la premire moiti du 20e sicle, et un des premiers officiers d'tat-major qualifi de la Navy. L'amiral Drax a oeuvr pour que le personnel au niveau du travail soit reconnu par le service et a t un des membres fondateurs de la Naval Review. Il a pleinement particip aux rformes de la rvolution de la Navy mais a ralis que la passion pour la rforme doit tre quilibr d'une acuit politique. Contrairement aux autres, il a travaill avec diligence pour encourager les changements professionnels dans le cadre de l'organisme. 1
