Abstract
Abstract This article studies the efforts of the UN that began decades before 11 September 2001, which is viewed as having fundamentally changed many international security calculations, especially those of the United States. The two main points in UN discussions that have led to several important treaties are examined in this article. The first is that many countries view armed violence by those fighting for national liberation as legitimate. The second is whether ‘state terrorism’ should be included in any definition agreed by the majority of member states. The article also describes several new threats on the current agenda of the UN, and views these as unsettling future challenges.
