Penelitian ini bertujuan untuk menganalisis implementasi Peraturan Menteri Agraria dan Tata Ruang/ Kepala BPN RI Nomor 5 tahun 2017, kesiapan data pertanahan dan strategi penyiapan data pertanahan menuju pelayanan elektronik. Metode yang digunakan adalah kombinasi deskriptif kualitatif dan kuantitatif. Kondisi kesiapan data pertanahan disajikan secara kuantitatif, sedangkan implementasi kebijakan dan strategi penyiapan data pertanahan menuju pelayanan online dilakukan secara kualitatif. Penelitian dilakukan di DKI Jakarta, Jawa Barat, Kalimantan Selatan, Riau, Jawa Timur Sulawesi Barat dan Maluku yang terpilih secara purposive sampling berdasarkan pertimbangan mewakili pulau besar, serta kelas tinggi, sedang dan rendah dari provinsi dengan data tanah terdaftar dan tanah terdaftar yang valid. Penelitian menemukan bahwa: 1) Peraturan Menteri Agraria dan Tata Ruang/ Kepala BPN RI Nomor 5 tahun 2017 tentang Layanan Informasi Pertanahan Secara Elektronik belum terimplementasi secara keseluruhan. Implementasi peraturan tersebut terhambat oleh isi dalam peraturan yang belum selaras dengan peraturan lain yang mengatur hal yang sama. Minimnya sosialisasi, komunikasi dan sumberdaya terkait implementasi peraturan membuat banyak Kantor Pertanahan cenderung kurang peduli terhadap adanya program pelayanan online, walaupun ada juga Kantor Pertanahan yang bertindak selaras dengan substansi pelayanan online; 2) Rata-rata kelengkapan data digital di lokasi sampel adalah sebesar 58,15%, dengan rincian persentase buku tanah digital tekstual (terdapat di KKP) sebesar 99,02%, buku tanah digital raster 12,77%, kualitas data baik (KW 1 dan KW 2) sebesar 71,98%, dan buku tanah digital yang telah valid sebesar 48,84%. Buku tanah yang sudah divalidasi di KKP setelah diperiksa kembali ditemukan kesesuaian rata-rata 75,02%. Akurasi data spasial rata-rata sebesar 89,55%, yang berarti bahwa tumpang tindih bidang yang terdapat di lokasi sampel sebesar 10,45%; dan 3) strategi penyiapan data pertanahan menuju pelayanan elektronik yang dapat dilakukan adalah sebagai berikut: (a) penguatan payung hukum aplikasi layanan pertanahan; (b) perubahan pola pikir pegawai; (c) perbaikan kualitas data dengan petunjuk teknis yang menyederhanakan alur proses dan daftar isian; (d) perluasan kewenangan pejabat fungsional; serta (5) perbaikan data melalui partisipasi masyarakat.
