À partir d’un état des lieux des travaux engagés dans la région, des auteurs dégagent un champ d’études pluridisciplinaires axé sur la problématique de la gouvernance de l’eau dans les Amériques. Leur objectif : jeter les bases d’une transformation de la gouvernance et de la gestion de la ressource selon une démarche comparative régionale et confronter les Amériques au processus de modernisation structurelle issue de l’accroissement de la population, de l’industrialisation, de l’ouverture des frontières, et de l’intégration commerciale des économies. La pré-édition des textes du Hors-série a été faite par Luzma Fabiola Nava Jiménez de l'Institut québécois des hautes études internationales (HEI) (Université Laval).
