Abstract
The General Advisory Committee on Arms Control and Disarmament is a Presidential advisory committee established by the Arms Control and Disarmament Act of 1961. The members are private citizens appointed by the President with the advice and consent of the Senate. In response to President Reagan&s;s request and in accord with its statutory mandate, the President&s;s General Advisory Committee on Arms Control and Disarmament has conducted an independent, comprehensive, one-year study of the long-term pattern of Soviet performance pertaining to arms control obligations arising from agreements and Soviet unilateral commitments. Customary international law, as codified by the Vienna Convention of the Law of Treaties and by decisions of the International Court of Justice, obligates nations to act in good faith in their dealings with other nations. US verification capabilities have not deterred the Soviets from violating the arms control commitments.
