Au cours des premières années de la province du Canada, Kingston et Montréal furent tour à tour siège du gouvernement, puis capitale, et divers projets d’aménagement ont été proposés. Or, faire l’histoire de ces villes comme capitales ne peut se faire qu’au carrefour de l’histoire politique et de l’histoire urbaine. Il importe donc d’abord de revenir sur ce que sont les capitales, leur aménagement et leur relation avec l’État libéral moderne. Par la suite, nous examinerons les trois projets de siège de gouvernement puis de capitale de 1838 à 1849, soit à Montréal (1838–1840), à Kingston (1840–1843) puis à nouveau à Montréal (1844–1849). Ces projets, qui ont été plus ou moins menés à bien, seront examinés selon deux axes. D’une part, sur le plan politique, les choix successifs témoignent d’une autonomisation croissante face au pouvoir régalien et d’une affirmation «moderne» plus sentie de la capitale comme centre politique. D’autre part, les aménagements proposés et partiellement mis en œuvre témoignent d’une volonté de valoriser matériellement et symboliquement dans l’espace urbain le pouvoir émergent. Dans cette perspective, le projet d’établir à Montréal ce qu’on appellerait une «cité parlementaire» est le plus achevé, mais le gouvernement de la province, limité dans ses ressources, doit cependant adopter une approche plus ciblée. Au final, les projets de capitale témoignent des vicissitudes et difficultés d’un nouvel État en émergence, dont les marques dans le paysage urbain et la mémoire de Kingston et de Montréal restent méconnues.
