Dewasa ini perkembangan ilmu pengetahuan dan teknologi informasi menyebabkan perubahan pada pola hidup masyarakat. Perubahan tersebut pada akhirnya akan mempengaruhi pula pada tuntutan kondisi keberadaan perpustakaan. Hal ini memberikan dampak terhadap kualitas sebuah perpustakaan. Kualitas dan kelangsungan hidup perpustakaan sangat tergantung pada kemampuan perpustakaan dalam menghadapi perubahan-perubahan tersebut. Dengan perkembangan ilmu pengetahuan serta teknologi yang makin canggih, perpustakaan mendapatkan sebuah tantangan dan peluang dimana perpustakaan dituntut untuk mengembangkan layanannya serta meningkatkan daya saing pada pelayanan jasa informasi. Untuk menghadapi tantangan dan peluang tersebut dibutuhkan sebuah konsep manajemen yang dapat merespon terhadap perubahan yang ada, salah satunya adalah konsep Total Quality Management atau yang biasa di singkat dengan istilah TQM.
