Aucun des pays d’Amérique latine n’a pas pu mettre en place des systèmes de santé pleinement universels, égalitaires et efficaces, bien que l’Uruguay et le Costa Rica se soient probablement rapprochés le plus de cet objectif. La pandémie que le monde traverse actuellement a mis à rude épreuve tous les systèmes de santé du continent ; une situation exceptionnelle qui nous permet de comparer leurs performances et leur résilience. Il est clair que certains pays ont mieux résisté à la crise que d’autres en partie en raison de l’état des services de santé eux-mêmes, mais aussi de l’approche adoptée par les différents gouvernements pour faire face à l’épidémie. J’analyserai trois aspects: 1. Les trajectoires spécifiques des différents systèmes de santé, et plus particulièrement les changements qu’ils ont subis depuis le début du boom des matières premières et l’arrivée au pouvoir de coalitions redistributives dans certains pays; 2. Les caractéristiques spécifiques des différents organisations de santé en termes de couverture, de structure, d’investissement, d’infrastructure et de performance historique; et 3. La performance des divers régimes de santé pendant la pandémie.
