Abstract
This chapter analyses the legislative and regulatory framework set up by Quebec to address the governance concerns related to lobbying practices. First, the chapter provides avenues of consideration to modernise the legal framework in terms of its objectives and terminology, in order to foster the emergence of a consensus on the legitimacy of lobbying in Quebec. The chapter also discusses how the scope of the law could be adapted at different local levels andbe consistent with the wider policy and regulatory frameworks. Lastly, the chapter provides concrete recommendations to strengthen the definitions of the terms "lobbying" and "lobbyist" so that they are adapted to various local realities and to the evolving lobbying landscape.
