Abstract
Significance After more than a decade of largely unchecked growth, a sharp rise in interest rates appears to be cooling the housing market. With the Bank of Canada committed to curbing inflation through higher rates, some forecasts suggest that average national house prices could fall by as much as 15% by the end of 2023. Impacts Foreign investment in Canadian real estate, largely from China, will be scaled back as the market cools but will not be halted. The government will be blamed for falling house prices and for the lack of affordable housing, boosting the opposition Conservatives. A Conservative government would put significant federal pressure on municipalities to increase the housing supply. Provincial governments in Ontario and Quebec, where the housing crisis is most acute, will attempt to prioritise new construction.
