Abstract
Certaines « entités non souveraines » que sont des collectivités humaines ayant un lien avec un territoire, relevant ou pouvant potentiellement relever du droit des peuples à disposer d’eux-mêmes ou exercer un droit de sécession ou simplement disposant une autonomie reconnue par le droit interne en matière de relations internationales, dans certains domaines, participent parfois avec des statuts divers (observateurs, membres associés, membres pléniers) à des organisations internationales. Dès lors, on peut s’interroger sur l’ampleur et la portée de cette participation et se demander si elle ne conduit pas à la remise en cause du principe du caractère intergouvernemental des organisations internationales qui voudrait que celles-ci soient d’abord et avant tout des regroupements d’États souverains ?
