Abstract
À l’image de Daniel Turp, je réfléchis depuis longtemps sur le concept de souveraineté association dans un cadre fédéral ou approchant et je le fais à partir de l’exemple de l’Union européenne. Pour moi, l’Union respecte la souveraineté des États membres. Elle n’est pas un État fédéral. De ce fait, elle souffre de cette prééminence des souverainetés nationales d’où souvent son impuissance et l’absence de solidarité européenne. L’Union est caractérisée par un exercice en commun des souverainetés ce qui ne facilite pas la prise de décision. Seule solution pour concilier souveraineté et efficacité : accepter l’idée d’une Europe à géométrie variable permettant aux États le souhaitant de faire plus et plus vite en engageant entre eux seuls de nouvelles politiques communes.
